WHEREAS, the Township of Springfield (“Township”) provides insurance benefits to its qualifying employees and retirees, including dental coverage (“Dental Insurance Benefits”); and WHEREAS, the Township currently provides said Dental Insurance Benefits through its contract with Delta Dental of New Jersey; and WHEREAS, the Township’s health insurance consultant/broker has advised that the Township can continue to obtain cost-effective Dental Insurance Benefits for the Township’s active employees and retirees from Delta Dental of New Jersey for the upcoming two-year period beginning January 1, 2026 and ending December 31, 2027; and WHEREAS, pursuant to N.J.S.A. 40A:11-5(1)(m), a contract for the purchase of insurance coverage may be awarded without competitive bidding; and WHEREAS, based on the recommendations of its health insurance consultant/broker, the Township Committee has determined that it is in the best interests of the Township to purchase Dental Insurance Benefits for its active employees and young retirees from Delta Dental of New Jersey, at an estimated annual cost of $162,346.00 based on the current census. NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of Springfield as follows: 1. The aforementioned recitals are incorporated herein as though fully set forth at length. 2. The Township hereby authorizes a contract with Delta Dental New Jersey for the provision of Health Insurance Benefits for the Township’s active employees and young retirees, for a two-year period commencing on January 1, 2026, and for an estimated annual cost of $162,346.00 based on the current census. 3. TOWNSHIP OF SPRINGFIELD RESOLUTION NO. 2026-47

WHEREAS, the Township is in need of certain information technology (“IT”) services; and WHEREAS, the Uniform Shared Services and Consolidation Act, N.J.S.A. 40A:65-1, et seq., permits units of local government to share services for particular purposes and to effectuate agreements for any service or circumstance that will aid and encourage a reduction of local expenses; and WHEREAS, the Township of Springfield (“Township”) and the Bergen County Technical Schools Board of Education (“Bergen”) have negotiated mutually agreeable terms for a shared services agreement (“Agreement”), under which Bergen will provide certain IT services to the Township; and WHEREAS, the Township Committee has determined that it is cost effective and otherwise in the best interests of the Township and its residents to enter into this Agreement with the Bergen. NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Springfield that the Administrator and Township Clerk, respectively, are authorized to execute to an agreement with the Bergen County Technical Schools Board of Education for the purpose of providing various IT Services from January 1, 2026 to December 31, 2026, in an amount not to exceed $50,172.00 to be charged to account number 6-01-42-119-000-200, pending the adoption of the 2026 budget.
