WHEREAS, the Township of Springfield (“Township”) provides health insurance benefits to its qualifying employees and retirees, including medical and prescription drug coverage (“Health Insurance Benefits”); and WHEREAS, the Township currently provides said Health Insurance Benefits through its contract with Horizon Blue Cross Blue Shield of New Jersey; and WHEREAS, as part of the Township’s continuing efforts to secure the most cost effective and beneficial insurance products, the Township’s health insurance consultant/broker has solicited and received quotations for such Health Insurance Benefits for the coming year 2026; and WHEREAS, the Township’s health insurance consultant/broker has advised that the Township can continue to obtain cost-effective Health Insurance Benefits for the Township’s active employees and young retirees for the year 2026 from Horizon Blue Cross Blue Shield of New Jersey; and WHEREAS, pursuant to N.J.S.A. 40A:11-5(1)(m), a contract for the purchase of insurance coverage may be awarded without competitive bidding; and WHEREAS, based on the recommendations its health insurance consultant/broker, the Township Committee has determined that it is in the best interests of the Township to purchase Health Insurance Benefits for its active employees and young retirees from Horizon Blue Cross Blue Shield of New Jersey, at an estimated total amount of $5,218,260.00 based on the current census.
