GENERAL CONTRACT, for Bathroom Renovations at the South Orange Baird Community Center, Township of South Orange Village, New Jersey NOTICE IS HEREBY GIVEN, that sealed Bids for this Contract will be received, opened, and read in public in the Municipal Conference Room, on the Third Floor of 76 South Orange Avenue, South Orange, NJ 07079, on Wednesday, November 8, 2017, at 10:00 AM prevailing time. Bids shall be received at the time and place specified. No Bids will be accepted by fax, or after the date and time specified. All General Contract work for the Bathroom Renovations at the South Orange Baird Community Center, 5 Mead Street, Township of South Orange Village, New Jersey, must be completed within 45 calendar days of Contract Award, all in accordance with the Specifications and Drawings. Specifications and Drawings are available free of charge, on the Village’s website at , or in the office of the Purchasing Agent, Ellen Malgieri, 76 South Orange Avenue, Suite 302, South Orange, NJ 07079. Prospective bidders may make an appointment to visit the site during regular office hours to familiarize themselves with the physical conditions at the project site which may affect the work of this Contract. Each Bid must be enclosed in a sealed envelope bearing the name and address of the Bidder, name of Project, and name of the Contract, placed on the outside of the envelope, and the time and date designated for the receipt of Bids, and the envelope must be addressed to the Purchasing Agent, Township of South Orange Village, New Jersey. No Bid may be withdrawn within sixty (60) days of the date specified for the receipt of bids, except as provided for in N.J.S.A. 40A:11-24. Each Bid must be accompanied by a Bid Bond and either (1) a Consent of Surety in the form annexed to the Bidding Documents, duly executed by Principal and Surety, or (2) a Consent of Surety with power of attorney and financial statement evidencing that a performance bond with material and payment bond in the full amount of the contract price, and a maintenance bond in the amount provided in the contract documents, shall be provided at the expense of the bidder to Township of South Orange Village, and a cashier's or a certified check or bid bond for not less than ten percent (10%) of the Bid amount, but not to exceed $20,000, drawn to the order of the Township of South Orange Village. The Surety company is subject to review and approval by the Owner’s Attorney. Each Bid must be accompanied by a Surety Disclosure Statement, an Affidavit of Non-Collusion, a Bidder Disclosure Statement, and a Mandatory List of Subcontractors, as required by N.J.S.A. 40A:11-16. Each Bid must be accompanied by Business Registration Certificates for the General Contractor and Subcontractors, and by a Public Works Contractor’s Registration Certificate issued by the NJ Dept. of Labor pursuant to L. 1999, c 238 or copy of registration application submitted to the Dept. of Labor (required for work within public buildings). The successful Bidder shall execute the Contract and required Contract (Performance, Payment, Completion, and Maintenance) Bond in the full amount of the Contract, within seven (7) days after notification of acceptance of his Bid. The Township of South Orange Village reserves the right to reject as irregular and non-conforming, any Bid submitted other than in strict accordance with the Instructions to Bidders and all applicable laws, and to waive any waivable defects, irregularities, or the failure to comply with any technicalities or formalities of the Instructions to Bidders, and to reject any and all Bids and to waive any and all informalities in the Bids when deemed to be in its best interest.
