NOTICE IS HEREBY GIVEN, that the following entitled Ordinance was duly considered and adopted after public hearing by the Village Council of South Orange Village at their regular meeting held on November 10, 2025 at the Baird Community Center, 5 Mead Street, South Orange, New Jersey, during an in-person/hybrid meeting utilizing the Zoom Audio/Video Conferencing System: 2025-22 AN ORDINANCE OF SOUTH ORANGE VILLAGE AMENDING AND RESTATING VILLAGE CODE CHAPTER 3, SECTION 9 – COUNCIL MEMBER COMMITTEES CREATING AND RATIFYING THE ACTIONS OF THE COUNCIL MEMBER COMMITTEE WHICH IS HEREBY KNOWN AS THE TRANSPORTATION AND PEDESTRIAN SAFETY (“TAPS”) COMMITTEE WHEREAS, the Mayor and the Village Council are committed to addressing certain topics on community mobility issues and creating street corridors that safely accommodate all road and sidewalk users of all abilities and for all traveling modes by assessing and prioritizing concerns related to pedestrian, bicycling, traffic calming, and public transit experiences; and WHEREAS, significant accomplishments have already been achieved in the Village by incorporating pedestrian and bicycle safety and traffic calming measures when public streets are improved; and WHEREAS, residents, community organizations, and elected leaders have all called for continuing attention to and prioritization of traffic calming, pedestrian safety, bicycling infrastructure, and public transportation access; and WHEREAS, a Village Council Committee can serve as a forum for centralized, structured input and successful policy implementation and provide a venue for active community input on mobility challenges and solutions; and WHEREAS, a group has been established and has met and taken certain actions; and WHEREAS, the Mayor and Village Council wish to acknowledge and ratify the actions of the group and amend Chapter 3, Section 9 of the Village Code to create a Council Member committee which shall be known as the Transportation and Pedestrian Safety Committee (which committee shall be colloquially known as “TAPS”); and NOW THEREFORE BE IT ORDAINED, by the Village Council of South Orange Village, a municipal corporation of New Jersey located in Essex County thereof, as follows: Section 1.
