CALENDAR YEAR 2019 ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A: 4-45.14) NOTICE is hereby given that the Introduction and First Reading of said ordinance was passed by the Board of Trustees at a meeting held on March 11, 2019. Second Reading and Public Hearing will be held to further consider the adoption of said ordinance on April 8, 2019, at 8:00 PM located at SOPAC, One Sopac Way, South Orange, NJ 07079.

ORDINANCE SUMMARY FOR PUBLICATION

This Ordinance authorizes the Village to appropriate the difference between the amount of its actual final appropriation and the 3.5% percentage rate as an exception to its final appropriations in either of the next two succeeding years. The Board of Trustees of the Township of South Orange Village in the County of Essex finds it advisable and necessary to increase its CY 2019 budget by up to 3.5% over the previous year’s final appropriations, in the interest of promoting the health, safety and welfare of the citizens. The Board of Trustees further determines that a 1.0 % increase in the budget for said year, amounting to $278,322.28 in excess of the increase in final appropriations otherwise permitted by the Local Government Cap Law, is advisable and necessary. Lastly, the Board of Trustees determines that any amount authorized hereinabove that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years. The bond ordinance, the summary terms of which are included herein, was introduced and passed upon first reading at a meeting of the governing body of the Township of South Orange Village, in the County of Essex, State of New Jersey, on March 11, 2019. It will be further considered for final passage, after public hearing thereon, at a meeting of the governing body to be held at the South Orange Performing Arts Center (SOPAC), 1 SOPAC Way, in the Village on April 8, 2019 at 8:00 o=clock p.m..
