CITY OF EAST ORANGE CITY COUNCIL IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY PUBLIC NOTICE ORDINANCE NO. 4 of 2025 NOTICE OF PENDING BOND ORDINANCE AND SUMMARY

The bond ordinance, the summary terms of which are included herein, was introduced and passed upon first reading at a meeting of the governing body of the City of East Orange, in the County of Essex, State of New Jersey, on March 10, 2025. It will be further considered for final passage, after public hearing thereon, at a meeting of the governing body to be held on April 14, 2025 at 6:00 p.m. During the week prior to and up to and including the date of such meeting, copies of the full bond ordinance will be available at no cost and during regular business hours at the Clerk’s office for the members of the general public who shall request the same. The summary of the terms of such bond ordinance follows: Title: BOND ORDINANCE PROVIDING FOR THE LOCAL UNIT’S ALLOCABLE SHARE OF CAPITAL IMPROVEMENT PROJECTS FOR THE JOINT MEETING OF ESSEX AND UNION COUNTIES, BY AND IN THE CITY OF EAST ORANGE, IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY (THE “LOCAL UNIT”); ON BEHALF OF THE EAST ORANGE WATER COMMISSION; APPROPRIATING $665,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $665,000 BONDS OR NOTES TO FINANCE THE COST THEREOF Purpose(s): The Bond Ordinance provides for the Local Unit’s allocable share of the 2025 capital improvement projects being undertaken by the Joint Meeting, including, but not limited to, (i) the replacement of the Digester #3 Cover consisting of, but not limited to, the replacement of the steel floating, gas-holding digester tank cover, the replacement of internal piping including sludge inlet, sludge withdrawal and digester gas withdrawal piping and associated pipe supports, and the rehabilitation of sludge and digester gas piping and associated Digester #3 equipment in the Digester Building; (ii) upgrades to Primary Settling Tank #4 consisting of, but not limited to, the replacement of the traveling bridge, cross collector, and associated equipment in Primary Settling Tank #4; and (iii) the construction of six (6) platforms in the Co-Generation Facility to allow for safe access for personnel to perform regular maintenance on the Co-Generation engines. ELEVATOR MAINTENANCE SERVICES

The Housing Authority of the City of East Orange is soliciting bids for Elevator Maintenance Services for Concord Towers, 210 North Grove Street, East Orange, NJ 07017. Bids are due at the office of the Authority located at 160 Halsted Street, East Orange, NJ 07018, on Tuesday, April 1, 2025, at 2 pm, at which time they will be publicly open, read aloud and recorded. Sealed bids must be submitted in accordance with the instructions provided by the Authority. Complete instructions for submitting a bid are included in the bid documents. Bidding documents including the scope of services may be obtained at 160 Halsted Street, between the hours of 9 am to 4 pm, Monday through Thursday and 9 am to 12 pm on Friday. A non-refundable fee of thirty dollars ($30.00), payable by certified check or money order made payable to the Housing Authority of the City of East Orange is required for bidding documents. Bids must be submitted prior to the designated time for receipt and opening of bids and may be submitted either by mail or in person, by the Bidder or his agent. Bids must be presented in the form prescribed by the Housing Authority of the City of East Orange. No bid will be accepted after the designated date and time.

Bids must be enclosed in sealed envelopes bearing the name of the Bidder and marked “BID FOR ELEVATOR MAINTENANCE SERVICES”.

ALL BIDS ARE TO BE SUBMITTED IN DUPLICATE. The Housing Authority of the City of East Orange reserves the right to reject any and all bids or waive any informalities in bidding. No bid shall be withdrawn for a period of sixty (60) days subsequent to opening bids, without consent of the Housing Authority of the City of East Orange.
