NOTICE TO BIDDERS 2025 CDBG TREE PLANTING PROGRAM

Sealed proposals will be received by the Purchasing Committee of the Township of Bloomfield in the Council Chambers of the Municipal Building, Bloomfield, New Jersey, on February 11, 2026 at 11:00 AM., prevailing time, and publicly opened and read aloud for the 2025 CDBG TREE PLANTING PROGRAM. Copies of specifications and contract documents are open to inspection in the office of the Department of Public Works & Park Maintenance, 230 Grove St, Bloomfield, New Jersey and may be secured from said office. Digital, PDF copies of the spec are available upon request. Paper copies are available at the Bloomfield DPW. The bid documents are available at no cost. Any inquiries with regard to the bid documents shall be addressed to the DPW at 973-680-4127. The work includes providing all labor, supervision, equipment, materials and expertise required to perform tree planting work in the Township of Bloomfield, New Jersey. The Work is limited to public rights-of-way in the Township of Bloomfield. Work may also include occasional planting on other public properties in the Township. Work to be completed in 15 (fifteen) calendar days from the issuance of a Notice to Proceed.. Bids must be made on proposal forms and must be enclosed in sealed, special addressed envelopes bearing the name and address of the bidder and work bid upon, on the outside, and must be accompanied by a duly executed Consent of Surety, Statement of Financial Responsibility, Non-Collusion Affidavit and Certified Check or Bid Bond for ten percent (10%) of the amount of the bid but in no case in excess of $20,000.00 as a guarantee of good faith and must be delivered at the above place at the time designated. Bids not enclosed in special addressed envelopes will be considered informal and will not be opened. Bidders are required to be registered by the New Jersey Department of Labor and Workforce Development at the time bids will be received by the Township Of Bloomfield pursuant to the Public Works Contractor Registration Act (P.L. 2003, c. 91, N.J.S.A. 34:11-56.51). Bidders are also required to be registered by the New Jersey Department of Treasury, Division of Revenue at the time bids will be received by the Township Of Bloomfield pursuant to the Business Registration Act (P.L.2004, c.57, N.J.S.A. 52:32-44). Bidders shall also comply with the requirements of P.L. 1975, Chapter 127 and P.L. 1982, Chapter 107. Bidders must comply with the requirements of the Community Development Block Grant Program, Title 1, Housing and Community Development Act of 1974. Bidder shall comply with all applicable requirements as provided in the bid documents. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31, et seq. & N.J.A.C. 17:27. Bidders shall also comply with P.L. 1963, c. 150 (Prevailing Wage) and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et seq.). Bidders are required to comply with Executive Order #34 (1976) – debarred vendors. In addition, effective August 1, 2005, P.L. 2005, c.67 authorized a new form of change order called “Value Engineering Construction Change Orders” for certain construction contracts. NOTICE TO BIDDERS 2026 Annual Sewer Video and Cleaning Services

Sealed proposals will be received by the Purchasing Committee of the Township of Bloomfield in the Council Chambers of the Municipal Building, Bloomfield, New Jersey, on February 4, 2026 at 11:00 AM., prevailing time, and publicly opened and read aloud for the 2026 Annual Sewer Video and Cleaning Services. Copies of specifications and contract documents are open to inspection in the office of the Township Engineer, Municipal Building, Bloomfield, New Jersey and may be secured from said office at no charge. Any inquiries with regard to the bid documents shall be addressed to the Engineering Department at 973-680-4009. The work is for annual video and sewer cleaning services for the township’s Storm and Sanitary Sewer systems. Specific services involve video inspections of our sewer system upon request, which can range in sizes from 8-inch diameter to 60-inch diameter circular pipe as well as larger arch or box culverts. The work will also include emergency sewer cleaning and by-pass pumping when requested during the contract year as described in the bid specifications. The work should also include costs for cleaning sewer lines as well as by-bass pumping to facilitate the video inspections if and where directed. The work shall also include providing the township with videos and reports for each inspection. All videos and reports shall be provided in digital format in PDF, MPEG or similar format. Work to be completed in 365 calendar days from the execution of the contract. Sealed proposals will be received by the Purchasing Committee of the Township of Bloomfield in the Council Chambers of the Municipal Building, Bloomfield, New Jersey, on Wednesday, February 11, 2026 at 11:00a.m.., prevailing time, and publicly opened and read aloud for the AMPERE PARKWAY IMPROVEMENT PROJECT.
