INTRODUCED ORDINANCES

At a meeting of the Township Council of Bloomfield, County of Essex, New Jersey, held on February 23, 2026 at 7:00 p.m. prevailing time, the following Ordinances were passed on first reading. The Governing Body introduced the Ordinances. ORDINANCE OF THE TOWNSHIP OF BLOOMFIELD APPROVING AND ADOPTING REDEVELOPMENT PLAN FOR NON-CONDEMNATION OF 71 LOCUST STREET REDEVELOPMENT AREA, CONSISTING OF BLOCK 152, LOT 10 WHEREAS, the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1 et seq. (the “Redevelopment Law”) authorizes the Township of Bloomfield (the “Township”) to determine whether certain parcels of land within the Township constitute an “area in need of redevelopment”; and WHEREAS, Block 152, Lot 10 was previously designated as an area in need of redevelopment, located at 71 Locust Street, and on January 27, 2025 after appropriate review by the Bloomfield Planning Board (the “Planning Board”), the Township Council of the Township (the “Township Council”) adopted Resolution No. 12683, designating the area consisting of Block 152, Lot 10; as a Non-Condemnation “area in need of redevelopment” (together this lot is referred to as the “Non-Condemnation Redevelopment Area”); and WHEREAS, the City’s Planning Consultant, Paul Grygiel with Philips Preiss Grygiel Leheny Keller LLC (the “Planner”), prepared a redevelopment plan for the Non-Condemnation Redevelopment Area, entitled “Redevelopment Plan for Block 152, Lot 10, Township of Bloomfield, New Jersey” (the “Redevelopment Plan”); and WHEREAS, a draft of said Redevelopment Plan was completed in January, 2026; and WHEREAS, the Planning Board reviewed the Redevelopment Plan and determined that same is not inconsistent with the Township’s Master Plan and recommended adoption of the Redevelopment Plan; and WHEREAS, the Township agrees with the findings of the Planning Board and finds that adoption of the Redevelopment Plan will serve the best interests of the Township and now desires to adopt said plan. NOW, THEREFORE BE IT ORDAINED by the Township Council of the Township of Bloomfield, in the County of Essex, New Jersey, as follows: Section 1. The foregoing recitals are incorporated herein as if set forth in full. Section 2. The Redevelopment Plan, a copy of which is on file with the Township Clerk and which is incorporated herein by reference, is hereby approved and adopted. Section 3. The sections of the Zoning Map of the Township that relate to the Redevelopment Area are hereby amended to incorporate therein the provisions of the Redevelopment Plan Section 4. This Ordinance shall take effect in accordance with applicable law. Notice is hereby given that on the 9th day of March 2026, in the Council Chambers, 1 Municipal Plaza, Bloomfield, NJ, at approximately 7:00 p.m., prevailing time, the Township Council will hold a Public Hearing and consider the final passage of the foregoing Ordinance. TOWNSHIP OF BLOOMFIELD 2024-25 Consolidated Annual Evaluation and Performance Report (CAPER) PUBLIC NOTICE

The Township of Bloomfield has completed a draft of FY 2024-25 Consolidated Annual Performance Evaluation Report (CAPER). The CAPER is designed to enable officials and citizens to become more aware of the extent to which all related programs are effective in meeting the priority needs and specific objectives identified in the Consolidated Plan and Annual Action Plan in order to help make the community vision of the future a reality. A public hearing will take place to afford citizens and groups the opportunity to comment on the proposed FY 2024-25 CAPER Report. The public hearing will be held on Tuesday March 24, 2026 at 5:30 PM. The public hearing will be held at the Township of Bloomfield Municipal Building, One Municipal Plaza, Bloomfield NJ 07003. Any person(s) wishing to comment on this 2024-25 CAPER may do so during the fifteen-day (15) comment period beginning March 24, 2026. Comments must be submitted in writing and be received by April 9, 2026. Written comments should be submitted to the address below:
