The Board of Health, Township of Bloomfield, County of Essex, State of New Jersey, approved the following resolutions at its regular meeting of January 22, 2026:

RESOLUTION 10-2026 NON-FAIR OPEN – COLLECTIVE BARGAINING NEGOTIATIONS - LEGAL SERVICES

WHEREAS, the Board of Health of the Township of Bloomfield requires an attorney to serve as it’s legal counsel for the calendar year 2026; and WHEREAS, the Board, under Resolution 09-2026, authorized entering into a professional service contract with Chiesa, Shahinian & Giantomasi, PC for legal services during the 2026 calendar year not to exceed $30,000; and WHEREAS, there may be a need for additional legal services for representation of the Board during the collective bargaining negotiations with Board of Health represented employees; and WHEREAS, the Board wishes to also be represented by Chiesa, Shahinian & Giantomasi, PC for the purpose of collective bargaining negotiations; and WHEREAS, this form of representation is above the original contract with Chiesa, Shahinian & Giantomasi, PC and requires an addendum to its original agreement; and WHEREAS, the fees associated with these additional services will not exceed $25,000; and WHEREAS, all terms and conditions of the prior Professional Service Agreement between the Board of Health of the Township of Bloomfield and Chiesa, Shahinian & Giantomasi, P.C. shall remain in full force and effect. NOW, THEREFORE, BE RESOLVED that the President and Members of the Board of Health of the Township of Bloomfield authorizes the Health Officer to enter into an amended contract with Chiesa, Shahinian & Giantomasi, P.C. as described herein; and BE IT FURTHER RESOLVED that this resolution and the contract itself, once fully executed, shall be available for public inspection at the office of the Department of Health during regular business hours; and BE IT FURTHER RESOLVED that a notice of this action shall be printed once in the official newspaper of the Board of Health of the Township of Bloomfield. RESOLUTION 09-2026 NON-FAIR OPEN – GENERAL LEGAL SERVICES

WHEREAS, the Board of Health of the Township of Bloomfield requires an attorney to serve as it’s legal counsel for the calendar year 2026; and WHEREAS, the term of this contract will be from January 1, 2026 ending December 31, 2026 and will not exceed $30,000; and WHEREAS, Chiesa, Shahinian & Giantomasi, P.C. shall complete and submit a Business Entity Disclosure Certification which will certify Chiesa, Shahinian & Giantomasi, P.C. has not made any reportable contributions to any political committee or candidate in the Township of Bloomfield and/or any Board of Health member in the previous year of this contract, and that this contract will prohibit Chiesa, Shahinian & Giantomasi, P.C. and it agents and/or employees from making any reportable contributions during the term of the contract; and NOW, THEREFORE, BE RESOLVED that the President and Members of the Board of Health of the Township of Bloomfield authorizes the Health Officer to enter into a contract with Chiesa, Shahinian & Giantomasi, P.C. as described herein; and BE IT FURTHER RESOLVED that a completed Business Disclosure Entity Certification will be placed on file with this resolution; and BE IT FURTHER RESOLVED that this resolution and the contract itself, once fully executed, shall be available for public inspection at the office of the Department of Health during regular business hours; and BE IT FURTHER RESOLVED that a notice of this action shall be printed once in the official newspaper of the Board of Health of the Township of Bloomfield.
